Director of Public Health
Department of Public Health

DUTIES
 Administer the local health department in accordance with State Statutes and Rules.
 Enforce State Public Health Statutes and Rules.
 Administer all funds received by the local health department for public health programs.
 Investigate and supervise the sanitary conditions of all premises within the county.
 Promote the spread of information as to the causes, nature, and prevention of prevalent diseases; and the preservation and improvement of health.
 Enforce any regulations that the local Board of Health adopts.
 Investigate any reported communicable disease within the county.
 Take all necessary measures to prevent, suppress, and control the spread of communicable disease.
 Order the abatement or removal of any human health hazard found on private premises.
 Identify, develop, and maintain resources to meet program needs.

Program and Budget
 Maintain a working knowledge of and interpret program rules, manuals, and regulations; develop and maintain policies and procedures; and develop and maintain standards to monitor compliance and evaluate quality.
 Develop program plans and budgets, monitor plan compliance, and regularly review expenditure reports/financial statements.
 Direct and administer all the three Divisions of the department: Air Quality, Environment, and Health.
 Maintain a working knowledge of state data systems and health department data systems, provide operating instructions to staff users, and be knowledgeable of available reports and appropriate report use.
 Prepare and present periodic reports to the Health Board and other boards/committees.
 Evaluate and analyze all programs to assure outcome objectives are met.
 Submit an annual report to the Board of Health.
 Support Board policy and actions to the public and staff.
 Monitor accountability and efficiency of service delivery.
 Coordinate service delivery within the department and with community resources.
 Provide direct services in the absence of staff.
 Assist in the resolution of complaints regarding staff or programs.

Staff Supervision
 Direct management of three senior level positions: Commissioner of Air Quality, Commissioner of Environment, and Commissioner of Health.
 Direct management oversight for the Administrative Division including: Finance, Epidemiology, Performance Management, and Human Resources.
 Evaluate staff resources and identify staffing needs.
 Recruit, Interview, and hire staff.
 Provide orientation and technical training for staff using standardized procedures.
 Assign work and provide consultation, follow up and support.
 Conduct regular section meetings.
 Hold regular individual conferences with staff to provide direction on task completion and consistent feedback on work performance.
 Prepare and maintain job descriptions for staff positions.
 Complete employee performance reviews, counsel staff to achieve effective performance and goal setting and take disciplinary action as appropriate.
 Identify individual staff development/training needs/opportunities.
 Promote and encourage professional environment.

Interagency Awareness, Public Relations, and Community Education
 Development of resources to deliver program information to targeted populations and the general public.
 Represent the Health Department as a member of community coalitions or other community groups that require public health input. Provide leadership for the organization of such groups when appropriate.
 Provide leadership for a community health needs assessment as least once every five years.
 Identify the highest priority needs in Cleveland and develop and implement a plan to assure all citizens have access to services that allow them to meet those needs.

Qualifications:
Preferred: A Master's Degree in public health, public administration, or health administration and 7 years leadership experience in a full-time position with a public health agency or public health work, including responsibility for program planning, administration budgeting, staff management and communicable disease prevention and control program
A Bachelor's degree from in public health, public administration, environmental health, the physical or biological sciences or a similar field;
At least 5 years of experience in a full-time position with a public health agency, including responsibility for a communicable disease prevention and control program, preferably in a supervisory or other administrative position
Five (5) years demonstrated experience with grants management.
Possess a valid driver’s license
Supplemental Information:
1. Extensive understanding of laws, regulations, and practice pertaining to public health programs.
2. Experience with communicable disease prevention, control and epidemiology
3. Thorough knowledge of community health resources and means of access.
4. Knowledge of current nursing practice.
5. Ability to direct, supervise, and evaluate staff and to provide effective consultation.
6. Knowledge of budgeting principles and techniques.

8. Ability to effectively communicate information orally and in writing.

10. Strong interpersonal skills; ability to establish and maintain effective working relationships with other employees, agencies, and the public.
11. Ability to support and promote the department's goals, programs, and staff.
12. Possess the skills and abilities required of Department nurses related to interpersonal skills, personal/professional awareness, analytical thinking, communication skills, and organizational skills.

DUTIES
Under administrative direction, provides administrative and operational support in the planning, directing and evaluation of all Division of Health components to ensure that resources are utilized effectively and efficiently; manages General Fund and Grant fund budgets; facilitates daily field activity of all staff; collects and analyzes applicable performance data and makes corrective actions as needed.

The Commissioner of Health reports to the Director of the Cleveland Department of Public Health and has administrative oversight for the Division of Health: public health promotion programs, health education, risk reduction programs, and emergency preparedness programming designed to promote, maintain and improve the health status of Clevelanders; including connectivity of the Healthy Cleveland Initiative to CDPH programs and to City of Cleveland departments citywide; ie: Aging, City Planning, Recreation, other.

The Commissioner is responsible for interpreting and enforcing those sections of the State and the City law which pertain to public health and disease control, managing direct medical services, public health nursing, communicable disease surveillance, sexually transmitted disease control, inspection and licensure of medical facilities, laboratory services, chronic disease prevention and treatment, AIDS education and HIV testing and counseling, mental health education, substance abuse treatment, health disparities, infant mortality reduction and operates the Bureau of Vital Statistics.

MINIMUM QUALIFICATIONS
 Bachelor Degree in Public Health, Public Administration or related; a Master’s Degree is preferred.
 Seven years of full time paid progressively responsible experience in the supervision of public health administration is required. (Substitution: Five years of full time paid experience in supervision of public health administration may substitute for each year of college education lacking.)
 Five years’ experience with comprehensive grants management: program, operational, financial.
 Solid understanding of computerized grant management tools.
 Demonstrated management experience of a highly competent staff.
 A valid State of Ohio Driver’s License is required.

Under administrative direction, provides administrative and operational support in the planning, directing and evaluation of all Division of Environment components to ensure that resources are utilized effectively and efficiently; manages General Fund and Grant fund budgets; facilitates daily field activity of all staff; collects and analyzes applicable performance data and makes corrective actions as needed; manages the staff and programs that protect the environment including food safety inspections and training, nuisance complaint investigations, rodent and vector control activities, school environment inspections and the approval of license applications as imposed by City and State codes, and allied duties which may be imposed by ordinance or statute.

The Commissioner of Environment is responsible for two major programs:
I. Food Service Operation Inspections: Inspections of 5,000+ Food Service Operations; including plan review.
II. Lead Safe Living-Healthy Home Program established to reduce the incidence of lead poisoning in children and early identification and action to reduce blood lead levels in children diagnosed with lead poisoning. Oversees lead screening through direct outreach and cooperation with health care providers; laboratory services to analyze blood lead samples, follow-up to lead poisoned children.
III. In addition, Solid Waste, Pools, and Nuisance are also within the portfolio of the Commissioner of Environment.

MINIMUM QUALIFICATIONS

A High School Diploma or GED is required. Bachelor Degree in Environmental Health/Management or directly related field from an accredited four year college or university is required, a Master’s Degree is preferred. Seven years of full time paid progressively responsible environmental construction or technical management experience is required, three years of which includes program management and development. (Substitution: Two years of experience may substitute for each year of college education lacking). Valid state of Ohio driver’s license is required.

Bilingual Program Assistant

Expanded Food and Nutrition Education Program
This is a full-time (40 hrs./wk.), benefit-eligible position with OSU Extension- Cuyahoga County located at 5320 Stanard Ave. Cleveland, OH 44103.
Position Overview
The Expanded Food and Nutrition Education Program (EFNEP) Program Assistant will be responsible for teaching educational programs on basic nutrition, food safety, food preparation, and budgeting to low income adults with children. The Program Assistant will recruit participants by collaborating with community agencies and organizations; teach a series of lessons to groups throughout Cuyahoga County; and assess changes in knowledge, skills, and behavior amongst the participants. The Program Assistant will be required to teach classes in both English and Spanish.
Minimum Qualifications for Employment
• Education requirement: high school diploma or equivalent
• Must be indigenous to the community and have knowledge of the community’s infrastructure and culture.
• Must have the ability to teach, network with other individuals and agency representatives, recruit participants, and learn nutrition and nutrition-related information as outlined in the project (Program Assistant will be trained in nutrition content).
• Ability to teach in both English and Spanish languages.
• Ability to establish a rapport with persons from different ethnic, cultural, and economic backgrounds.
• Ability to work a flexible schedule, including occasional weekends and evenings.
• Ability to travel frequently throughout Cuyahoga County; Employee will be reimbursed at the University-approved mileage rate; Employee must have a reliable source of transportation.

Annual Salary: $11.10 – 13.50 per hour; Paid biweekly.
